What exactly are you asking??

In one case, Elemental Hero Wildheart is just "unaffected" by Two-Pronged Attack's effect.

The other situation, you are negating the summon of a monster by offering a monster on your side of the field as a "cost". Cost Payments are not considered an "effect". You can offer Elemental Hero Wildheart.

Selecting 2 monsters for Two-Pronged Attack is part of the effect of destroying your opponents monster, and is not a "cost".

Looking at Two-Pronged Attack, it's effect differs greatly from Horn of Heaven. Two-Pronged Attack only selects two monsters for destruction, so E-Hero Wildheart would be spared from being destroyed. Horn of Heaven on the other hand is something else, it specifically requires a monster to be tributed from the field. Now if the rules are the same as Horus Level 6, although the card is unaffected by a certain card it can still be offered as payment for cards, e,g, Level Up on Horus Lvl 6, it is tributed, so I assume the same would apply here as well for Wildheart when it is tributed to Horn of Heaven.

Most monsters have to be successfully summoned in order for their effects to activate.

If you negate the summon of Elemental Hero Wildheart, he can never activate his continuous effect, and since he does not gain his effect while in hand, he would be destroyed and sent to the Graveyard.

Never mind i take that back, if you read wildheart it states that it uneffected by trap cards. It doesn't say while face up like other monsters.

The cards effect is unknown until it is face-up on the field unless the effect states otherwise... Horn of Heaven will most definetely negate Wildhearts summon.

Solemn Judgement will also stop Wildheart... any trap cards that would tribute Wildheart for a cost, Wildheart will not be immune to the cost.

I understand about Wildheart's effect but can you chain Bottomless Traphole to the summon, whether it be normal or special? Doesn't BTH work in this case or is Wildheart somewhat like Jinzo ( I know the effects are different) in that it negates trap cards that target it?(excluding card effect that require a tribute for cost)

'Elemental Mistress Doriado' has a Continuous Effect that's only applied while it's face-up on the field.

Nice to have that ruling since we were given originally:

The effect of "Elemental Mistress Doriado" is even applied while she's in your hand or Graveyard. So you can discard her for the effect of "Abyss Soldier". Or remove her from play while in the Graveyard to Special Summon "Gigantes".

Anybody know when we got the face-up on the field ruling added? Since there was no correction announced on the Judge's List this seems like another "slip it in and hope nobody notices" ruling.
