I'm a lot in that boat too with L5R 8^D. The nice thing that helps with that here is
A. Clan Loyalty - People will simply drop a whole heap of cards in your lap if you're new and you play a different clan.
B. Proxies - Most people are cool with proxy play, which helps you save up your $$$...
L5R is a lot cheaper than Yugi/M:TG, which was a must for me since I have kids 8^D The learn to play set can be found for $16, which gives you two complete decks which work well.
L5R works with commons, uncommons, and rares, with a few promo/premium cards that are out there too. The guy I buy...
The other thing to do is go into the forums (the link escapes me at the moment) and ask around there. People can often point you to local playgroups and such.
Local scene is rather pocketed based on where you are. We have a decent group in AZ, and I've sort of helped build up the local scene at our shop. So Cal has some pockets as well as the Pac NW. There are enough players out there that they run international championships.

Sadly the lair closed up shop long ago. I didn't have the funds to host things anymore and then after that I wasn't playing anymore. I'm still a Dark Monarch in spirit, but sadly only one that can lurk the halls with his slouched over lab coat and digital haze in his eyes.
