Nope. It's considered flipping a monster face-up. It will trigger FLIP effects as well as those that say "when this monster is flipped face up" (Nightmare Penguin, Spirit Monsters).
A Flip Summon is when you manually take a face-down monster and flip it into face-up attack position.
There are no stupid questions. Well, maybe "Who's Angelina Jolie?", but that's about it.
A Flip Summon is a manual action, it's a specific kind of flip. You can only do it manually during one of your Main Phases. An attack that flips a monster is just a flip.
Flip Effect monsters, like Penguin Soldier, will get their effect from either event. But a monster like, say, Stealth Bird would need only get it's effect from a Flip Summon, and not an attack.
