Came up at Regionals today...

Player A Flip Summoned Magician of Faith.
Player B responded with Ring of Destruction (targeting Magician of Faith).
Player A responded with Torrential Tribute.

Was Torrential Tribute legally activated? I ruled yes. Player appealed. Head Judge overruled me saying it was illegally activated.

Anyone confirm?
 
Head Judge was wrong.

You were activating "Torrential Tribute" in response to "Magician of Faith" being flipped. That whole first chain after a summon or an attack declaration allows you to do things that don't seem to fit but do because the last action to resolve was (in this case) the summon, so lots of cards could be activated/chained in response.

Looks like the last thing that happened was a summon as Ring of Destruction has not yet resolved. Both cards are a response to a Summon, so both are correctly activated.
 
When a monster is normally summoned, there is a window in which you can negate that summon, before any other effects activate. That is the time you need to activate "Solemn Judgment" or "Horn of Heaven". If you don't the monster is considered "properly summoned". Now, with the case of "Monster Reborn", the monster is being summoned during the resolution of another card. The monster will already be considered "properly summoned" by the time you have finished resolving "Monster Reborn" so you've missed the window to activate "Horn of Heaven" (since you cannot interrupt the resolution of a S/T card). "Solemn Judgment" cannot be used at that time either BUT it can be used in chain to "Monster Reborn" to negate that spell in the first place (accomplishing the same thing).

So this makes the negation effect of Royal Oppression Spell Speed 2? I was under the impression that it can be activated in the Damage Step since it has the term 'negate' in it.

EDIT: Yeah, I checked RONIN and verified.
