Can Light hex be used with power bond for cyber twin and also does light hex have to be on the field to use it effect or can it be used in the hand?????

here is the Text
Send, from your hand or your side of the field to the Graveyard, Fusion Material Monsters that are listed on a Machine-Type Fusion Monster Card, and Special Summon that Fusion Monster from your Fusion Deck. (This Special Summon is treated as a Fusion Summon). Increase the ATK of this Special Summoned Fusion Monster by an amount equal to its original ATK. During the End Phase of this turn, the player who activated this card takes damage equal to the original ATK of the Special Summoned monster.

now if Hex is on the Fusion Material Monster (this means the monsters listed right on the Fusion Card) then yes.
But in this case no becuz Hex cannot change its name.

You cannot Fusion Summon "Cyber Twin Dragon" or "Cyber End Dragon" with any other cards besides the ones listed one thier cards. "Power Bond" is a card that Fusion Summons Machine monsters, so you can ONLY use the appropriate number of "Cyber Dragon"s to Fusion Summon with "Power Bond". Now, you may use "The Light - Hex-Sealed Fusion"s effect to Special Summon "Cyber Twin Dragon" or "Cyber End Dragon" because it is a Special Summon, not a Fusion Summon.

The effect of "The Light - Hex-Sealed Fusion" states that both it and the other monster(s) must be Tributed from the field in order to Special Summon the selected LIGHT-attribute Fusion monster. You can not Tribute it or any of the other Fusion Material Monstes from your hand.

The text of "Power Bond" does not exclude Fusion Substitutes from being used when activating it. The text is the same for it as it is for "Polymerization" and everyone knows that you can used Fusion Substitutes with "Polymerization".

The only problem is that "Cyber Twin Dragon" will not allow you to Fusion Summon it using Fusion Substitutes, so you can only use "The Light - Hex-Sealed Fusion" to Fusion Summon some other Machine-type Fusion Monster that doesn't have the restriction that "Cyber Twin Dragon" has when using "Power Bond".

Just to be certain everything is clear. The two effects of the Hexes are separate. The first effect allows you to use it as a substitute for a Fusion Summon, which in this case, Cyber Twin and Cyber End Dragon both have text that prevents this. Had their text not been so restrictive, you would have been able to use the Hexes as substitute for a Fusion Summon.

The second effect of the Hexes is different. It is not part of a Fusion Summon. Cyber Twin and Cyber End's effects both allow themselves to be Special Summoned through other effects. But as the text of the Hexes states: "Tribute Fusion Material Monsters on the field, including this card..." So naturally, they would have to be on the field for this effect.

Note that the text is usually self-explanatory as to where the material have to be when the summoning effect is performed.

YOu cannot use Light HEX for Power Bond or Poly cause they are proper fusion summon. And you can only fusion summon with the proper name of the listed monster card for Cyber Twin and Cyber End. but you CAN use Light HEX own 2nd effect to "special summon" that's NOT a proper fusion summon to summon Cyber Twin or Cyber End.

You can use "The Light - Hex-Sealed Fusion" as a substitute for "Power Bond" or "Polymerization" the same way you can use any OTHER Fusion Substitute for "Power Bond" or "Polymerization". "Power Bond" can Fusion Summon ANY Machine-type Fusion Monster, not just the Cyber quintuplet. So, if you want to use "The Light - Hex-Sealed Fusion" and "Cannon Soldier" to Fusion Summon "Labyrinth Tank" with "Power Bond", that is perfectly acceptable.

Untrue. The first effect of the Hexes is no different from a regular Fusion Substitue Monster like Goddess with the Third Eye or King of the Swamp. That's the whole point of Fusion Substitutes effect. If you couldn't use them for a Fusion Summon, then what could you use them for?
And you can only fusion summon with the proper name of the listed monster card for Cyber Twin and Cyber End.
And that is what we said.
but you CAN use Light HEX own 2nd effect to "special summon" that's NOT a proper fusion summon to summon Cyber Twin or Cyber End.
That's also what we said.

Remember, that the only thing preventing you from using the Hexes with Power Bond and Polymerization is that the summoning conditions of Cyber Twin and Cyber End Dragon. "A Fusion Summon of this card can only be conducted with the above Fusion Material Monsters" This is the only reason you cannot use a Fusion Substitute for them. Without this restriction, a proper Fusion still occurs. Look at the rulings from dark paladin:

You can use "substitute" Fusion Material Monsters such as "Goddess With the Third Eye", etc. to Fusion Summon "Dark Paladin".

Yeah, I meant you cannot use Power Bond or Poly for Cyber Twin and End. Sorry about the mishap. You can use Power Bond with the HEXes with stuff like Steam Gyroid or UFOroid + Warrior fusion monster thingy, gatling dragon, etc.

Cyber Twin's Text:
Cyber Dragon" + "Cyber Dragon"
A Fusion Summon of this card can only be conducted with the above Fusion Material Monsters. This card can attack twice during the same Battle Phase.

So let me get this stright if i have light hex on the field with a proto-Cyber Dragon I can use light hex's effect to sp. summon cyber twin dragon as long as I have them on the field?

That is correct. This is because the 2nd effect of "The Light - Hex-Sealed Fusion" doesn't perform a Fusion Summon. It simply performs a Special Summon. There aren't any restrictions placed on how "Cyber Twin Dragon" needs to be Special Summoned, only Fusion Summoned.

Hope this helps!

Hex as a substitute can't be used for UFOroid Fighter.
