I have a face-up ATK position Cyber Phoenix and I have 0 cards in my hand. My foe summoned Don Zaloog and destroyed my Cyber Phoenix as a result of battle.

Which effect goes first, Donny's effect or Phoenix effect?

Don's effect occurs during Sub Step 4 of the Damage Step (Apply Damage) while Cyber Phoenix's effect occurs during Sub Step 6, when monsters are sent to the graveyard.

This works the same way as Don Z vs Sangan.

To make the answer more directly. Don Zaloog will activate and resolve first. Then Cyber Phoenix will. They don't activate at the same exact moment in the Damage Step.
