Yup. Let's say, just for argument's sake..lol, that you had 2 "Cyber Dragon"s on the field.
Your opponent "Snatch Steal"s one and "Brain Control"s the other, then "Power Bond"s them to bring out "Cyber Twin Dragon". You can use "De-Fusion" on THEIR "Cyber Twin Dragon" and Special Summon both of the "Cyber Dragon"s back from your Graveyard!
But, to answer another question. Yes, you can use "De-Fusion" on your opponent's Fusion Monster even when you don't have the Fusion Material Monsters in your Graveyard. It's a neat way to get rid of their Fusion Monster for free!

Yeah, because the monsters would still go to YOUR graveyard. As per "Exchange".
