Future Fusion: Cost or Effect

Is the sending to the graveyard of the monsters with Future Fusion a cost or an effect? I think that it's a cost, but I want to be sure.

Send, from your Deck to the Graveyard, Fusion Material Monsters that are listed on a Fusion Monster Card, and select that 1 Fusion Monster from your Fusion Deck. Special Summon the selected Fusion Monster during your 2nd Standby Phase after this card's activation. (This Special Summon is treated as a Fusion Summon.) When this card is removed from the field, destroy that monster. When the monster is destroyed, destroy this card.

Send Spell or Trap Cards on your side of the field to the Graveyard except this card. Increase your Life Points by 1000 points for each card sent to the Graveyard.

Both bolded parts of both cards are the cost to activate them. I could be wrong.

Yeah, but Polymerization says:
"Send Fusion Material Monsters that are listed by a Fusion Monster Card from your hand or your side of the field to the Graveyard, and Special Summon the Fusion Monster from your Fusion Deck."

Almost the same as Future Fusion, but Polymerization is an effect, not a cost.

Hehe, yeah, was reading Power Bond. It's the effect. Isn't consistant with Emergency Provisions. But hey, a lot of things in this game are like that. =)

i.c. But it HAVE to be negated right? Like if I activate Future Fusion, and my foe chains MST or Dust Tornado, my fusion materials still hit the graveyard right? (Although the fusion monster won't come out in 2 turns later) This is kinda important in Chimera/E-Hero decks. (cause of Overload/Miracles)

No. If "Future Fusion" is destroyed before it can resolve, then you don't send any monsters to the Graveyard. "Future Fusion" is a Continuous Spell Card. If it's destroyed before it resolves, then you don't resolve any parts of it's effect.

See rulings for "Swords of Concealing Light" as a reference.
