If I Special Summon Gearfried the Iron Knight with Premature Burial, is it possible to chain to his effect with Emergency Provisions before he destroys PB (and essentially himself)?

Gearfried's effect is continuous so it would not go on a chain. He would destroy Premature Burial and himself before you could do anything else.

With "This effect", do they mean Elma's effect or Gearfried's effect?
If they mean Gearfried's effect, you can certainly chain Emergency Provisions to the destroy effect of Gearfried.

I think they mean with this the effect of Gearfried the Iron Knight to destroy the Equip Card.
