Cold Wave vs. Skill Drain

I'm currently making a goblin deck and was wondering if there is anyway to use Cold Wave and Skill Drain during the same turn or would I have to had activate skill drain prior to the turn I activate cold wave?

Not disagreeing... but I'm wondering if there's a more recent clarification since a lot of the older netrep rulings have been updated.

Actually I was thinking about this, and this case is different. Cold Wave prevents a Spell/Trap from being played or set (essentially putting a Spell/Trap on the field). Destiny Board puts a Spell Card on the field which would violate the state that Cold Wave set up.

I don't see a reason why any already face-up Spell/Trap could not be used. After all I'm neither playing nor setting a card... merely activating an effect (to which Cold Wave says nothing about that).
The Spell Cards brought to the field by Destiny Board are not being played, which is why they cannot be chained to when Destiny Board is Triggered. Its just the same as having Chain Energy out, and a monster being Special Summoned by the effect of Cyber Jar. You dont pay for the monsters summoned to the field because it was by the effect of a card already ON the field.

The I-N-A-L cards have no bearing on the Cold Wave situation at all. It is all Destiny Board and its Triggered Effect being prevented by the effect of Cold Wave. Cards that are Continuously affecting the field, such as Final Attack, Level Limit - Area B, and most Field Spell Cards, do not have a Trigger, and therefore will always be active as long as they are face-up.

Effects that Trigger will be prevented from applying their effects for that duration Cold Wave affects the field, and that's the way I understand it.
 
Or, you could have just looked at the rulings.

"¢ "Cold Wave" will prevent the effect of "Destiny Board" to bring a Spirit Message to the field for the turn "Cold Wave" is activated.

You still could just for discussion purposes. However, that's completely up to you. I'm just curious as to what they are is all.
