player 2 activate gravity bind

player 1 activate dust tornado

can player 2 activate "sakuretsu armor" in chain with DT in the first chain?

or the timming will be lost?

that's wrong.
'Negate Attack' must be on the first chain of the Battle Step (just like 'Magic Cylinder'/'Mirror Force'), but it can be on any link of that chain (just like 'Magic Cylinder'/'Mirror Force').

There are many effects that can begin a chain because of being triggered that will prevent the Turn Player from having first opportunity to begin a chain. Solemn Judgment/Horn of Heaven don't even fall into the same category. True they prevented the summon but guess what the Turn Player will still have Priority to begin a chain after they have been played, they just won't have the monster they attempted to summon on the field.
 
Which is why I first stated that Negate Attack has the same exact timing issue as Magic Cylinder. The only two differences they have is what they do after they negate the attack and what kind of Trap cards they are.

Cards that can only be activated in response to a declared attack only have that response window to activate in. This is where that first Chain Block in the Battle Step starts.

Which is exactly what Cropz has said.

Every card that can be activated only in response to a monster declaring an attack - unless it's in the Damage Step - can be activated in any link of the first Chain Block in the Battle Step of the Battle Phase. After that cards with text like, "You can only activate this card when your opponent's monster declares an attack." can't be activated and cards like Book of Moon, Gravity Bind, Waboku, etc. can be activated.
 
I think all anthonyj was saying is that as long as somewhere along the initial chain, Negate Attack is activated before it resolves and begins the Damage Step, it would still be a legal activation because nothing HAS resolved yet.
 
Yes, thanks for the wake up Cropz. I have edited the above post. It doesn't have the Directly Chained To property that other Counter Traps does. Must find Vanilla Coke to fuel brain cells.
